
Subject Matter Expert
At Motor Carrier Safety Analysis, our goal is to provide professional consulting services to the transportation industry in the fields of, including but not limited to, litigation as a subject matter expert (SME), training in regards to Article 49 Code of Federal Regulation (CFR), review of the safety management system for motor carriers and proper resolutions.
Douglas R. Shackelford has over 25 years’ of law enforcement experience with the North Carolina Division of Motor Vehicles (NCDMV) and North Carolina State Highway Patrol (NCSHP). As a consultant with Motor Carrier Safety Analysis, he brings an extensive and comprehensive knowledge of and subject matter expertise in commercial vehicle transportation safety, regulations, compliance, accountability, and enforcement. He has worked with Attorney’s in North Carolina and South Carolina for litigation purposes as a subject matter expert.
While serving as a weight enforcement officer with the NCDMV, Doug acquired his Commercial Vehicle Safety Alliance (CVSA) certification and served as an Associate Staff member for the National Training Center (NTC) in Arlington, Virginia, teaching in North Carolina, Virginia, Georgia, New York, Ohio, and Washington State. He developed a Commercial Motor Vehicle Safety Awareness course to assist local agencies while serving with the NCSHP Motor Carrier Enforcement Section (MCES). Upon transferring to the Motor Carrier Safety Assistance Program (MCSAP), Doug oversaw the development of the Commercial Vehicle Safety Plan and reviewed requests for Administrative Reviews and DataQ’s to determine if the section shall uphold, overturn, or correct enforcement actions taken on inspections, out-of-service citations, and for-hire violations, in addition to working with and training local and county agencies at the state and federal levels.
Doug is a graduate of the FBINA Academy, 231st Session, and attained the rank of Captain with the NCSHP. In addition, he has served as President of Region II, in the Commercial Vehicle Safety Alliance (CVSA).
He also served as a liaison to work with North Carolina State University funded by a MCSAP grant he oversaw to develop the algorithms necessary to implement the collision reduction tool known as “COVERLAB”. As a result, he design and implemented “Operation ROADWATCH”, a program designed to incorporate the collected GIS data into the enforcement of targeting crash causation factors.
